SWAN Prime Contract Awarded to Diakon in Partnership with Voce
Conference Services Now Provided Under Separate Contract
Effective October 1, 2025, Diakon, in partnership with Voce, entered into a new SWAN prime contract with the Pennsylvania Department of Human Services (DHS) Office of Children, Youth and Families (OCYF).
Diakon has proudly served as the SWAN prime contractor since 2000 and is honored to continue supporting the network and, most importantly, Pennsylvania’s children and families. Both Diakon and Voce remain deeply committed to the SWAN mission of ensuring that every waiting child finds a permanent family.
With this new prime contract, SWAN conference services—including support for the Annual Pennsylvania Permanency Conference, SWAN Statewide Meetings and SWAN Quarterly Meetings—will now be managed under a separate contract with continued oversight by DHS OCYF. The SWAN Conference Services contract was awarded to Voce and also took effect on October 1, 2025. Although this transition represents an operational change, its impact on the network is expected to be seamless.
Beginning in November 2025, all communications related to SWAN Quarterly Meetings, Statewide Meetings, and the Annual Pennsylvania Permanency Conference will come from a new email address: swanevents@vocetogether.org. Please add this email address to your contacts and safe sender lists.
Voce’s Conference Manager, Beth Duzey, and Training and Administrative Director Stephanie Mannering will continue to serve as the primary points of contact for any questions related to conferences, statewide meetings, or quarterly meetings.
Notification of SWAN training events, including Unit of Service (US) Meetings, Zoom Into Practice, Conquering the Courtroom, and more, will continue to come from the SWAN prime contractor email: swanpc@diakon-swan.org.
Together, Diakon and Voce look forward to continuing their strong collaboration in service to Pennsylvania’s children and families. Through this renewed partnership and aligned contracts, both organizations remain dedicated to advancing the SWAN mission, strengthening connections across the network, and ensuring that every child has the opportunity to grow up in a permanent, loving home.
