The Office of Children, Youth and Families (OCYF), the prime contractor for the Statewide Adoption and Permanency Network (SWAN) and the Pennsylvania Child Welfare Resource Center’s Independent Living Project (IL) are pleased to announce the agenda for the 2026 SWAN/IL Summer Statewide Meeting, which will be held on June 16-17, 2026. The meeting will be held in person. SWAN affiliates are required to attend statewide meetings. We also invite and encourage county children and youth agencies to attend, including caseworkers, supervisors and administrators.
The morning presentation for the 2026 SWAN/IL Summer Statewide Meeting will be Ethical Youth Engagement in Practice: Moving Beyond Participation to Shared Power, Consent and Protection by Valerie Frost, a national speaker, trainer and lived-experience systems advocate who is focused on ethical engagement, accountability and strengthening outcomes for children, youth and families. Drawing from lived experience and practical systems work, Valerie combines storytelling, reflection and applied tools to help participants deepen trust, strengthen communication and build engagement approaches that are both ethical and effective. Attendees will leave with clear, practice-ready strategies that they can apply immediately in case planning, permanency conversations and everyday interactions with youth and young adults.
Following the general session, we are pleased to offer a comprehensive agenda of six concurrent sessions in the afternoon and five concurrent sessions the next day. Please review the session descriptions accompanying the invitation. Approval of continuing education credit provided through co-sponsorship with the University of Pittsburgh School of Social Work, a Pennsylvania preapproved provider of social work continuing education, is pending. The SWAN prime contractor will also issue certificates of training that can be credited toward the 20 hours of annual training required for all county children and youth caseworkers.
