The Office of Children, Youth and Families (OCYF), the Statewide Adoption and Permanency Network (SWAN) prime contractor, and the Pennsylvania Child Welfare Resource Center’s Independent Living Project (IL) are pleased to announce the program for both the 2021 SWAN/IL Summer Statewide Meeting and Annual Pennsylvania Permanency Conference. Both events will be held virtually. The SWAN/IL Summer Statewide Meeting will be held on June 15,2021, and the Annual Pennsylvania Permanency Conference will be held June 16-18, 2021. SWAN affiliates are required to attend quarterly and statewide meetings. We also invite and encourage each county children and youth agency to attend, including caseworkers, supervisors and administrators.
The morning presentation for the 2021 SWAN/IL Summer Statewide is “Seven Core Issues in Adoption and Permanency: A Guide to Promoting Understanding and Healing” byAllison Davis Maxon, M.S, LMFT. Allison is a nationally recognized expert in the fields of child welfare and children’s mental health specializing in attachment, developmental trauma and permanency/adoption. She is the executive director of the National Center on Adoption and Permanency and was the foster care consultant for the Paramount Pictures movie Instant Family.

In addition, this year’s Annual Pennsylvania Permanency Conference will feature three keynotes and 18 concurrent sessions throughout the week. The keynotes are as follows:
Wednesday Keynote: “Someone’s Hero” by Dr. Debra Peppers
Thursday Keynote: “Fostering Self-Reliance in Children and Youth: Roots and Wings” by Jamole Callahan
Friday Keynote: “Use the Force, Luke!” Managing Number One First… and Staying Motivated to Make a Difference” by Charles Appelstein, MSW
